There are only three monsters in Monster Hunter Rise from which players can acquire a Cryo Sac: Barioth, Goss Harag, and Aoura Somnacanth. Of these three, Goss Harag has the lowest chance of dropping one, while Aoura Somnacath offers the highest.

No. Sunbreak is only after you beat High Rank. The Sunbreak content will be unlocked only after you complete the majority of the main game quests... But, be aware, there's a powerful armorset (aka Defender Gear) that is available for players to rush through the Rise main story and reach Sunbreak as soon as possible.

Apart from the suboptimal multiplayer matching, Sunbreak is damn good Monster Hunter and I hope they keep some of the features introduced here as the series moves forward, especially the human NPC companions. For anyone who owns and enjoyed Rise, picking up Sunbreak should be a no-brainer.
